Commends the life and legacy of Tommie Lee Williams, Sr., who passed away on December 14, 2014, and expresses sympathy to his family and friends.

Recognizes Williams as the first African American independent, licensed master plumber in Vicksburg who trained other African American plumbers and installed plumbing for major facilities including the Crawford Street United States Post Office.

Honors his community service efforts including advocating for school integration, establishing school breakfast programs, sponsoring cub scout troops, and leading efforts to bring infrastructure improvements to his neighborhood.

Acknowledges his founding of We Care Community Services, Inc. in 1975, which provided GED programs, job training, food pantry services, housing counseling, and assistance to other blind individuals after he lost his eyesight in 1967.

Notes his active membership in organizations including the NAACP, VFW, Kiwanis Club, and his participation in civil rights activities with the Council of Federated Organizations and Concerned Citizens Organization.
