Amends House Rule 18C to allow House members to speak at the podium and be telecasted when the House is not convened, subject to specific requirements.

Requires members to submit written requests to the Clerk of the House by journal closing time on the day before their intended speech date, specifying the date and time length.

Limits non-convened speeches to end by 5:00 p.m. or when the journal closes each day, whichever is later, and requires members to follow House decorum rules during telecasts.

Authorizes requests chronologically in the order received, with a public schedule maintained by the clerk; members who miss or exceed their scheduled time must wait three legislative days before requesting another appointment.

Takes effect immediately upon adoption by the House of Representatives.
