Creates a regulatory division of the Oil and Gas Board with authority to enforce regulations, investigate misconduct, and impose administrative penalties against violators.

Establishes staff requirements for the regulatory division including at least one licensed Mississippi attorney with oil and gas law expertise and at least one investigator with administrative law experience.

Authorizes the State Supervisor to require oil companies operating in Mississippi to disclose full contract information and explain division order computations upon request.

Sets maximum administrative penalties at $500 per day per violation, with fines deposited into a new Oil and Gas Board Regulatory Division Fund.

Creates the Oil and Gas Board Regulatory Division Fund as a continuing special fund in the State Treasury, funded by legislative appropriations, administrative fines, federal funds, donations, and other sources.
