Amends Section 37-177-11 to clarify good cause exemptions under the Literacy-Based 4th Grade Promotion Act for students with IEPs or Section 504 plans.

Allows promotion of third grade students with disabilities who have received intensive reading remediation for more than two years but still demonstrate reading deficiency OR were previously retained in Kindergarten through Third Grade.

Requires documentation from the student's teacher submitted to the principal proving the student qualifies for one of the listed good cause exemptions.

Mandates the principal review recommendations with the teacher and parents, then submit a written recommendation to the superintendent who may accept or reject the promotion.

Effective July 1, 2015.
