Changes the name of the "Children's Justice Center" to "Children's Safe Center" throughout Mississippi Code sections 37-115-43, 41-111-1, and 99-19-73.

Renames the "Children's Justice Center Fund" to "Children's Safe Center Fund" and maintains its status as a special fund in the State Treasury to support the Center of Excellence at the University of Mississippi Medical Center for care of abused and neglected children.

Updates all references to the renamed center in the Child Death Review Panel membership requirements and in traffic violation assessment fund allocations.

Adjusts traffic violation assessment amounts effective July 1, 2016, including changes to the Driver Training Penalty Assessment Fund (reduced from $5.12 to $3.82) and Capital Post-Conviction Counsel Fund (increased from $2.33 to $2.83).

Takes effect July 1, 2015.
