Adds a $0.25 assessment on traffic violations (Title 63), implied consent law violations, game and fish law violations, and other misdemeanors and felonies to fund the Civil Legal Assistance Fund.

Increases the Civil Legal Assistance Fund assessment on other misdemeanors from $2.77 to $3.02 per violation.

Establishes the Civil Legal Assistance Fund as receiving revenue from criminal assessments (Section 99-19-73), civil filing fees of $5.00 in chancery and circuit courts (Sections 25-7-9 and 25-7-13), and special license tag fees of $24.00 per plate (Sections 27-19-56.99 and 27-19-56.135).

Directs all Civil Legal Assistance Fund monies exclusively to organizations providing free legal services to low-income Mississippians, distributed based on poverty population percentage within service areas.

Takes effect July 1, 2015.
