Amends Section 73-7-13 of the Mississippi Code to allow applicants who have been successfully enrolled in a community college to qualify for cosmetology licensure examination, in addition to those with high school education or equivalent.

Maintains existing requirements: applicants must be at least 17 years old, speak English fluently, and complete at least 1,500 hours of training over no less than 9 months in an accredited cosmetology school.

Preserves provisions allowing the board to issue one temporary permit to students who complete required hours in a licensed school while awaiting examination.

Effective date is July 1, 2015.
