Creates a rebuttable presumption that manually texting or accessing social media while driving constitutes careless driving under Mississippi Code Section 63-3-1213.

Careless driving remains a lesser offense than reckless driving and carries fines between $5.00 and $50.00.

Eliminates state traffic violation assessments under Section 99-19-73 for careless driving convictions.

Effective July 1, 2015.
