Creates a statewide prohibition on manually typing, sending, or reading written communications on wireless devices while operating a motor vehicle on a highway.

Defines wireless communication device to include cellular telephones and personal digital assistants, but exempts reading or entering phone numbers for calls, and one-handed activation of device functions.

Provides exemptions for law enforcement, emergency vehicles, reporting dangerous behavior, emergency situations, parked vehicles, and vehicle navigation or emergency communication systems.

Prohibits any wireless device use by passenger bus drivers carrying minor passengers, except for emergencies or official school business for school bus drivers.

Establishes penalties of up to $500 for violations, and up to $1,000 additional fine if violation occurs during a motor vehicle accident; effective July 1, 2015.
