Revises expunction eligibility for misdemeanors to exclude traffic violations specifically, allowing first-time offenders convicted of non-traffic misdemeanors to petition for expunction.

Adds "receiving stolen property" (Section 97-17-70) to the list of eligible felonies for expunction five years after sentence completion, limiting petitioners to one felony expunction.

Expands eligibility for young offenders to those under age 23 (previously 18) to petition for felony expunction five years after sentence completion, with exceptions for violent crimes and drug distribution felonies.

Retains nonpublic records at the Mississippi Criminal Information Center for determining first-offender status in subsequent proceedings, and allows district attorneys to retain nonpublic records for law enforcement purposes.

Becomes effective July 1, 2015.
