Prohibits all drivers from manually typing, sending, or reading written communications on wireless communication devices while operating a motor vehicle on a highway.

Defines exemptions including law enforcement, emergency vehicle operators, parked vehicles, emergency reporting, and vehicle navigation or diagnostic systems.

Establishes a misdemeanor offense punishable by a fine up to $500, or up to $1,000 if the violation occurs during a motor vehicle accident.

Requires law enforcement to document wireless device use on accident reports when a driver is cited for this violation.

Repeals Section 63-1-73 regarding texting restrictions for temporary and intermediate license holders, consolidating all texting prohibitions into this new unified statute effective July 1, 2015.
