Amends Section 63-3-519 to authorize county sheriffs to use radar speed detection equipment on public roads and highways under county board of supervisors jurisdiction located outside incorporated municipalities.

Maintains existing radar use restrictions for the Mississippi Highway Safety Patrol, which cannot operate radar in municipalities with populations exceeding 15,000 according to the latest federal decennial census.

Clarifies that municipal law enforcement in cities with 2,000 or more residents may use radar on public streets, and municipalities over 15,000 may use radar on federally designated highways within city limits.

Allows college and university campus police to use radar within campus boundaries if the institution enrolls more than 2,000 students.

Takes effect July 1, 2015.
