Requires vehicles to operate headlights and rear lamps whenever windshield wipers are in use due to precipitation, in addition to the existing requirement during sunset to sunrise

Prohibits drivers from using only parking lights or auxiliary driving lamps during times when full headlights are required

First-time violations result in a warning only

Subsequent violations carry a fine of up to $25.00, with no additional state assessments imposed
