Expands Mississippi Medicaid eligibility beginning July 1, 2015, to include individuals under age 65 with income not exceeding 133% of the Federal Poverty Level who are not otherwise covered by Medicare or pregnant.

Limits eligibility under this expansion to essential health benefits as defined in the federal Patient Protection and Affordable Care Act of 2010, available only while the federal matching percentage remains at 100%.

Requires the Division of Medicaid to determine eligibility for the new category and provide essential health benefits consistent with ACA requirements.

Authorizes the division to apply for necessary federal waivers to implement the program.

Provides that both the new eligibility category and essential health benefits provision shall automatically repeal on December 31, 2017, unless extended by the Legislature.
