Establishes the liberty of parents to direct the upbringing, education, and care of their children as a fundamental right in Mississippi law.

Affirms parental rights to choose between public, private, religious, or homeschool education and to make reasonable choices within public schools for their children.

Prohibits the State of Mississippi and its agencies from infringing on these parental rights unless the state demonstrates a governmental interest of the highest order that cannot be served otherwise.

Excludes from the act's protections any parental action or decision that would end a child's life.

Applies the provisions to all Mississippi state laws and their implementation, whether enacted before or after the act's effective date of July 1, 2015, unless a law explicitly opts out.
