Requires elementary schools to employ assistant teachers in fourth grade beginning in the 2016-2017 school year, extending the existing program currently limited to kindergarten through third grade.

Establishes the "Early Childhood Education Fund" in the state treasury funded by a new 3% tax on gaming winnings paid to patrons of licensed gaming establishments, effective January 1, 2016.

Directs the Department of Education to use funds from the Early Childhood Education Fund to support the prekindergarten program and assistant teacher positions in grades K-4 statewide.

Increases qualification requirements for assistant teachers starting 2016-2017, mandating they hold an AA certification or equivalent along with specialized training in early childhood education.

Allows prekindergarten program funding from the Early Childhood Education Fund, supporting early learning collaboratives serving four-year-olds through public schools, private schools, parochial schools, Head Start programs, and licensed child care centers.
