Increases the second phase funding for the Early Learning Collaborative Act of 2013 from $16 million to not less than $20 million annually, serving at least 7,000 children through 10 to 20 early learning collaboratives (expanded from 10-15 collaboratives)

Changes the third phase funding from "not more than" to "not less than" $33,950,000 annually, serving approximately 15,000 children through 20-25 early learning collaboratives

Shifts decision-making authority for program phase transitions from the State Department of Education to the State Board of Education

Maintains existing program structure including voluntary enrollment, 1:1 local matching fund requirements, and per-student funding of $2,150 for full-day programs and $1,075 for half-day programs

Effective date of July 1, 2015
