Amends Mississippi's Resident Tuition Assistance Grant Program to provide full tuition scholarships for students with a minimum 3.0 grade point average after seven semesters of high school at any state institution of higher learning or public community college.

Students receiving full tuition awards must maintain a cumulative 3.0 grade point average each semester to remain eligible for renewal, compared to the standard 2.5 requirement for other grant recipients.

Applies to Mississippi residents whose prior year adjusted gross income exceeds the maximum Pell Grant eligibility threshold and who meet other program requirements including ACT score of 15 or higher.

Full tuition award covers the cost of attendance at the institution including tuition, fees, room, meals, books, and materials, replacing the previous $500-$1,000 per-semester cap for lower-class and upper-class students.

Effective July 1, 2015.
