Expands Mississippi Medicaid eligibility beginning July 1, 2015, to include individuals under age 65 who are not pregnant, not entitled to Medicare Part A or B, and whose income does not exceed 133% of the Federal Poverty Level, in accordance with the Affordable Care Act.

Limits this expanded eligibility category to receipt of essential health benefits as defined by the Affordable Care Act only, rather than full Medicaid benefits available to other categories.

Makes this expanded eligibility provision temporary, with the new category set to automatically repeal on December 31, 2017.

Requires the Division of Medicaid to determine eligibility for individuals in this new category and limits Medicaid federal matching funds for this population to the 100% federal match rate provided under the Affordable Care Act.

Adds essential health benefits as a covered service under Medicaid, applicable only to individuals eligible under the new Affordable Care Act expansion category, also set to repeal December 31, 2017.
