Deletes specific statutory dollar amounts for health care facility licensure and inspection fees across multiple facility types and replaces them with authority for the State Board of Health to set fees.

Changes hospital renewal fees from a fixed $20 per bed (minimum $500, maximum $5,000) to amounts set by the State Board of Health, with the maximum increased to $10,000.

Converts hospital user fees for additions, renovations, and expansions from a fixed range ($50-$5,000) to hourly rates set by the State Board of Health based on actual time spent.

Authorizes the State Board of Health to set fees for nursing homes, assisted living facilities, hospices, personal care homes, and adult foster care facilities, removing prior statutory amounts for these licenses and renewals.

Extends the moratorium on new hospice licenses (with exceptions for pending applications) from July 1, 2015 to July 1, 2017, effective July 1, 2015.
