Amends Mississippi Code Section 63-7-11 to require vehicles operated on public roads, streets, or highways to use headlights whenever windshield wipers are needed due to precipitation or other conditions.

Maintains existing requirement for headlights to be used from sunset to sunrise.

Applies to front and rear lamps on all vehicles subject to the state's vehicle lighting requirements.

Takes effect July 1, 2015.
