Adds three new health services requiring certificate of need approval: neonatal care services, obstetrical services, freestanding emergency care services, and hospice care services.

Requires providers to obtain certificates of need before offering these services if they have not provided them regularly within the 12 months prior to the proposed offering.

Applies existing certificate of need procedures and standards to the newly added services, including review by the State Department of Health.

Effective July 1, 2015.
