Expands the Mississippi Development Authority's revolving loan program to provide interest-free loans to all political subdivisions (not just school districts and municipalities) for purchasing alternative fuel motor vehicles, conversion kits, and refueling infrastructure.

Changes program eligibility from separate school district and municipal programs to a unified "Political Subdivision Alternative Fuel Motor Vehicle Revolving Loan Fund" serving counties, school districts, charter schools, water districts, hospitals, airports, and other governmental entities.

Allows loans to cover costs of purchasing alternative fuel vehicles, converting existing vehicles to alternative fuel, and constructing or upgrading alternative fuel refueling stations and portable refueling systems.

Defines "alternative fuel" as compressed natural gas, liquefied natural gas, and propane fuel, with emissions reduction requirements certified by the federal Environmental Protection Agency or Mississippi Department of Environmental Quality.

Establishes that loan repayments and any investment earnings are deposited back into the revolving loan fund to support ongoing alternative fuel infrastructure development.
