Creates Section 21-1-28 requiring a county board of supervisors to hold an election within 60 days of a municipal annexation ordinance on the question of annexation in the proposed territory and adjoining census blocks.

Requires publication of election notice once weekly for three consecutive weeks with first publication at least 21 days before the election date.

Approval requires a majority vote of qualified electors; if approved, the municipality must annex the proposed territory plus all unincorporated areas in the census block containing the territory and any adjoining census blocks.

Prohibits municipalities from proposing annexation of the same territory for five years if voters reject the ordinance by majority vote.

Removes annexation disputes from chancery court jurisdiction and makes annexation contingent on voter approval rather than court approval; applies to pending court cases as of the effective date.
