Expands the offense of fondling a child under age 16 to include touching with "any object," in addition to hands or body parts.

Applies fondling offense to children under 18 years old when the offender holds a position of trust or authority (including teachers, counselors, clergy, coaches, parents, stepparents, aunts, uncles, and scout leaders).

Maintains penalties for first conviction of $1,000-$5,000 fine and/or 2-15 years imprisonment.

Increases maximum penalty for second conviction (or substantially similar offense under another state's laws) to 20 years imprisonment.

Effective July 1, 2015.
