Adds synthetic cathinones to Schedule I stimulants, including 4-MEC, 4-MePPP, α-PVP, butylone, pentedrone, pentylone, 4-FMC, 3-FMC, naphyrone, and α-PBP.

Clarifies that hydrocodone is a Schedule II substance regardless of whether it is combined with other materials or drugs.

Adds perampanel to Schedule III depressants as a controlled substance.

Adds alfaxalone to Schedule IV depressants.

Takes effect July 1, 2015.
