Exempts county-owned nonhazardous solid waste management facilities that accept rubbish, limbs, leaves, and building debris from per-ton fees on out-of-state waste management.

Changes the responsible agency for collecting and administering waste management fees from the State Tax Commission to the Department of Revenue.

Maintains the $1.00 per-ton fee on municipal solid waste generated and managed in Mississippi through landfilling, incineration, or waste-to-energy management.

Continues the allocation of collected fees with 50% to the Mississippi Nonhazardous Solid Waste Corrective Action Trust Fund and 50% to the Environmental Protection Trust Fund.

Takes effect July 1, 2015.
