Creates the "2014 Kemper County Multipurpose Building Construction Fund" as a special fund within the State Treasury to be maintained separately from the General Fund with unexpended amounts not lapsing.

Authorizes the State Bond Commission to issue up to $700,000 in general obligation bonds with proceeds to be used solely for constructing, furnishing, and equipping a multipurpose building for the Department of Mental Health located in Kemper County.

Specifies that bond proceeds may be disbursed by the Department of Finance and Administration to pay project costs, with any remaining funds after project completion applied to debt service on the bonds.

Bonds shall be general obligations of Mississippi with full faith and credit pledged, mature within 25 years, and be exempt from state taxation with interest payable semiannually or annually.

Authorizes the State Treasurer to issue warrants as necessary to pay principal, interest, and accreted value of bonds when due.
