Terminates Public Employees' Retirement System (PERS) membership for members convicted of felonies related to or committed in connection with their state employment on or after July 1, 2014, with accumulated contributions refunded without interest.

Members charged with such crimes who retire and receive retirement allowances before conviction may continue receiving payments until conviction is final and all appeals are exhausted, at which point the allowance terminates.

Requires refund of any difference between retirement allowance payments received and accumulated contributions if a member's allowance is terminated due to conviction.

Mandates employers notify the PERS system of member convictions and when appeals are concluded or appeal deadlines expire.

Takes effect July 1, 2015, and applies only to felonies committed on or after July 1, 2014.
