Increases the mandatory waiting period before an abortion from 24 hours to 72 hours, requiring the physician to provide oral and in-person information to the woman at least 72 hours before the procedure.

Requires physicians to perform fetal ultrasound imaging and auscultation of fetal heart tone services, and must offer the patient an opportunity to view the ultrasound image and hear the heartbeat at least 72 hours prior to the abortion.

Mandates that physicians offer to provide the patient with a physical picture of the ultrasound image at least 72 hours before the abortion and obtain written certification that the patient was given these opportunities.

Extends the 72-hour waiting period requirement to parental consent for unemancipated minors, requiring written consent from both parents or legal guardian at least 72 hours prior to the abortion.

Includes a fallback provision that if the 72-hour waiting period is temporarily or permanently enjoined by court order, the waiting period reverts to 24 hours, but returns to 72 hours if the court order is stayed or dissolved.
