Amends Mississippi Code Section 47-5-931 to add Lee County to the list of counties with which the Department of Corrections may contract to house state inmates in regional facilities.

Allows the Department of Corrections to contract with county boards of supervisors and/or regional facilities operated by counties to house state offenders, with facilities required to meet American Correctional Association standards and all constitutional and court requirements.

Maintains existing mandatory contracting requirements with specified county pairs (Marion-Walthall, Carroll-Montgomery, Stone-Pearl River, Winston-Choctaw, Kemper-Neshoba, Holmes County, and Bolivar County) for regional facilities.

Allows the Department of Corrections discretion to prioritize contracts with optional counties, which now include Yazoo, Chickasaw, George-Greene, Washington, Hinds, Alcorn, and Lee Counties.

Takes effect July 1, 2015.
