Authorizes law enforcement officers appointed by state universities to enforce state laws on property within 500 feet of any university-owned property, not just on campus grounds.

Requires universities to determine that peace officer jurisdiction within the 500-foot perimeter has a reasonable impact on student, faculty, or staff safety.

Permits universities to enter into interlocal agreements with other law enforcement entities to specify individual and joint duties within the officers' jurisdiction.

Requires Board of Trustees approval for any interlocal agreements regarding equipment or traffic control duties, while ensuring local police or sheriff departments cannot withhold services based solely on lack of an agreement.

Takes effect July 1, 2015.
