Requires all state agencies, departments, boards, and commissions to accept personal checks as payment for licenses, permits, fees, and other obligations owed to the agency.

Personal checks must be drawn on a banking institution located in Mississippi and the check issuer must provide satisfactory proof of residence in Mississippi.

Allows agencies to impose a reasonable charge not exceeding actual costs incurred for returned checks, which may be added to any underlying obligation except liens on real property.

Payment is considered complete only when the check is duly paid, not upon acceptance of the check.

Effective date: July 1, 2015.
