Prohibits drivers under 18 years old from sending or receiving written messages on wireless communication devices while operating a motor vehicle on a highway or public roadway.

Prohibits drivers of passenger buses with minor passengers from using wireless communication devices except in emergencies or, for school bus drivers, for official school business or emergencies.

Provides exemptions for law enforcement, emergency responders, reporting dangerous behavior, emergency communications, parked vehicles, and vehicle safety systems.

Establishes misdemeanor penalties with fines up to $500, or up to $1,000 if texting occurred during a motor vehicle accident.

Repeals existing texting prohibition in Section 63-1-73 and takes effect July 1, 2015.
