Defines "average daily membership" (ADM) as total student enrollment divided by instructional days, replacing average daily attendance (ADA) as the primary metric for calculating adequate education program funding beginning in the 2016-2017 school year.

Requires the State Auditor to conduct actual student counts in months two and three of each school year, with authority to reduce MAEP funding if reported enrollment exceeds 103% of the actual count.

Changes the minimum school instructional day requirement from 63% to 60% of the instructional day for students to be counted in full-day attendance.

Establishes that transportation costs and other add-on programs shall be calculated using ADM beginning in the 2016-2017 fiscal year, with provisions allowing use of ADA if it falls below 95% of ADM.

Applies to the Mississippi Adequate Education Program (MAEP) funding formula and requires conforming amendments to sections addressing transportation allotments, reporting requirements, and payment procedures for school districts and charter schools.
