Authorizes issuance of up to $50,000,000 in state general obligation bonds to assist Hinds County in constructing a centralized wastewater treatment facility for the Byram-Clinton corridor area

Creates the "2015 Byram-Clinton Wastewater Treatment Facility Project Construction Fund" within the State Treasury to hold bond proceeds, with funds disbursed at the discretion of the Department of Finance and Administration

Bonds must be issued before July 1, 2019, with a maximum maturity of 25 years from date of issue

Bonds are backed by the full faith and credit of the State of Mississippi, with the State Treasurer authorized to pay principal and interest from any available state funds if appropriations are insufficient

Bonds and income from them are exempt from all Mississippi state taxation and qualify as legal investments for trustees, fiduciaries, savings banks, trust companies, and insurance companies
