Extends the automatic repeal dates for statutes establishing the Mississippi Department of Human Services and its divisions from July 1, 2015 to July 1, 2019.

Requires family protection workers in the Office of Family and Children's Services to hold a bachelor's degree in psychology, sociology, nursing, family studies, or related field, and complete four weeks of intensive training plus pass a certification test.

Adds two new duties for the Division of Community Services: implementing a Standardized Risk Assessment Tool for use in the community and developing a graduated sanctions policy for use within the community.

Maintains existing qualifications for family protection specialists requiring a baccalaureate degree in social work from an accredited institution, with state licensure as a social worker required for senior, advanced, and supervisory positions.

Clarifies that the Department of Human Services cannot privatize or contract with private entities to operate any office, bureau, or division without specific legislative authorization.
