Extends the repeal date of Section 25-15-15 from July 1, 2015 to July 1, 2019 for provisions governing the State and School Employees Health Insurance Plan premium payment structure.

Maintains state payment of 50% of life insurance costs for all active full-time employees and 100% of health insurance costs for employees initially hired before January 1, 2006.

Provides 100% of basic level health insurance for employees initially hired on or after January 1, 2006, with employees able to purchase additional coverage at their own expense.

Allows the board to assess active full-time employees up to $20 per month toward premiums and to establish late charges and penalties for prompt payment of insurance premiums.

Effective July 1, 2015, with a revised section taking effect July 1, 2019 that modifies premium collection procedures and removes provisions regarding retired employee insurance surcharges.
