Amends Section 43-21-261 of Mississippi Code to revise the list of persons and entities authorized to receive youth court records by court order.

Adds the Youth Challenge Program under the Mississippi National Guard as an entity eligible to receive youth court records disclosures.

Modifies subsection (g) to allow disclosure to any person if a youth court judge finds compelling circumstances affecting a child's health, safety, or well-being and determines disclosure is in the best interests of the child or a formerly adjudicated juvenile.

Takes effect July 1, 2015.
