Increases the public works expenditure threshold exempt from requiring plans, specifications, and estimates prepared by a registered professional engineer or architect from $75,000 to $100,000.

Removes the exemption for municipalities when a public work is not financed through bond issuance, making all municipalities subject to the same professional engineer/architect requirements as other public entities.

Allows professional engineers and architects to submit prices for services prior to being selected for work, with no restrictions or preconditions placed on price submissions by the Board of Licensure for Professional Engineers and Land Surveyors or the State Board of Architecture.

Takes effect July 1, 2015.
