Expands felony expunction eligibility to include receiving stolen property under Section 97-17-70 as one of the offenses eligible for expunction five years after sentence completion.

Raises the age threshold for juvenile felony expunction from under 18 years to under 21 years old at time of offense.

Clarifies that misdemeanor expunction applies to convictions that are not traffic violations for first offenders.

Maintains restrictions on expunction for violent felonies, sexual offenses, murder, manslaughter, carjacking, burglary, cyberstalking, and drug distribution-related felonies.

Effective date: July 1, 2015.
