Extends the time limit for earned probation eligibility when offenders are assigned to the Youthful Offender Unit (YOU), allowing courts to retain jurisdiction while the offender remains in the YOU.

Requires the Department of Corrections to notify the sentencing court at least 30 days before removing an offender from the YOU, unless the removal is based on a violation of departmental rules.

Mandates a resentencing hearing before the original sentencing judge before any offender can be transferred from the YOU to a separate correctional facility, with the offender entitled to counsel and the opportunity to present mitigating evidence.

Prohibits imposing a greater sentence than the original sentence at the resentencing hearing and allows both the offender and the state to present evidence and call witnesses.

Takes effect July 1, 2015.
