Amends Mississippi Code Section 29-3-92 to clarify that school districts are prohibited from using eminent domain to acquire easements for access to sixteenth section lands or lieu lands.

Allows school boards to acquire easements through purchase only, with fair market value determined by the average of at least two independent appraisals by certified general appraisers when the purchase price exceeds $50,000.

Removes language requiring school boards to seek alternative access methods when landowners refuse to sell easement rights.
