Increases Mississippi Coast Coliseum Commission membership from five (5) to seven (7) members, with five (5) appointed by Harrison County Board of Supervisors and two (2) appointed by consensus of elected mayors from each judicial district in Harrison County.

Transfers administration and management of the Mississippi Coast Coliseum and Convention Trust Fund from the commission to the Harrison County Board of Supervisors, effective March 1, 2016, allowing expenditure of trust fund monies for repairs, restorations, debt service, and capital improvements without state appropriation, subject to a $2,000,000 limit requiring legislative approval for amounts exceeding that threshold.

Requires Harrison County Board of Supervisors approval for commission actions including land acquisition, annual budget, loans/grants, and sale or lease of commission property.

Changes quorum requirement from five (5) to four (4) commissioners and updates publication requirements for contracts and property transactions from newspaper publication to commission and county website posting.

Exempts the special fund created pursuant to Sections 1 and 2 of Chapter 863, Local and Private Laws of 1987 from state appropriation requirements, effective January 1, 2016.
