Amends Section 33-7-311 of Mississippi Code to clarify that National Guard members serving in federally funded duty status during declared emergencies are immune from civil and criminal liability for acts or omissions performed in their military duties.

Extends immunity protections to members ordered into Title 32 United States Code capacity for service during periods of declared emergency under the Mississippi Emergency Management Law.

Requires the state to pay all defense costs including attorneys' fees, witness fees, court costs, and transcript expenses when actions are brought against protected militia members, with funds drawn from the Military Fund.

Designates the Attorney General to defend militia members in civil cases, and the Adjutant General to designate a judge advocate or competent attorney for criminal defense, with compensation paid from the Military Fund.

Becomes effective July 1, 2015.
