Extends the repeal date of the drug and alcohol treatment program at the Bolivar County Regional Facility from July 3, 2015 to July 3, 2017.

Allows the Department of Corrections to contract with the Bolivar County Regional Facility for a five-year pilot program providing intensive alcohol and drug treatment for up to 250 inmates.

Eligible inmates must be within 18 months of their earned release date or parole date, and the facility can remove violent inmates or those refusing participation within 72 hours.

Requires the program to include assessment and placement, intensive treatment with relapse prevention and anger management, post-release aftercare with transition planning, and monitoring of recidivism metrics.

Mandates the Department of Corrections to file annual reports with recidivism data and allows program renewal based on performance requirements determined by the Legislature.
