Amends Section 77-3-5, Mississippi Code of 1972, to clarify that the Public Service Commission shall not have jurisdiction over the governance, management, or other internal affairs of cooperative gas or electric power associations.

Maintains existing PSC exemptions from rate regulation for municipal gas, water, electricity, and sewage services, as well as cooperative gas or electricity services to members as consumers (except in certain municipal areas under Section 77-3-17).

Preserves PSC exemptions for water and sewage services provided by nonprofit corporations or associations with elected or appointed governing bodies, and water services provided by districts organized under Chapter 45 of the 1966-1967 Extraordinary Session laws.

Takes effect upon passage.
