Authorizes the Pharmacy and Therapeutics Committee to meet as often as needed to fulfill its responsibilities, rather than requiring quarterly meetings.

Reduces Medical Care Advisory Committee appointments from the Governor from five (5) members to four (4) members, one from each congressional district.

Adds the State Health Officer as an ex officio member of the Medical Care Advisory Committee.

Expands the Advisory Committee's duties to include assessing quality of care indicators, innovative payment models, cost drivers, and provider transition strategies.

Requires the Advisory Committee to send its annual report electronically to House and Senate committees and other legislators upon request.
