Changes the receiving authority for purchase money from the Land Commissioner to the Secretary of State, who shall pay it into the State Treasury

Requires purchasers to present a Treasurer's receipt for purchase money to the Secretary of State instead of the Land Commissioner

Establishes a 30-day timeline for patent completion; if a patent is not finalized within 30 days of payment, the purchaser may request a full refund minus applicable fees

Authorizes the Secretary of State to issue a warrant to the State Treasurer for refunds, which shall be processed like all other state warrants

Takes effect July 1, 2015
