Amends Mississippi Code Section 25-7-19 to allow sheriffs to retain the $35.00 service of process fee when the person sought cannot be located, if two documented actual attempts to serve have been made.

Adds language "or attempted service" to the uniform fee provision for service of process in criminal and civil cases.

Clarifies that a fee for attempted service is considered unearned unless the sheriff makes at least two documented actual attempts to serve the process.

Takes effect July 1, 2015.
